Biography
Senator Arthur Carr Ellis represents District 28 in Charles County, Maryland. Born in Jamaica, West Indies, on July 26, 1961, he is a disabled veteran who has resided in Charles County for over 27 years with his wife Rosalind and their two adult children, Rachel and Myles. A lifelong Progressive Democrat, he was first elected to the Maryland Senate in 2018 and has served as a member since January 9, 2019. Notable achievements include sponsoring 77 bills and grant initiatives in his first four years, receiving awards such as Legislator of the Year from the Maryland Military Coalition , Beacon Award from the Willing Helpers Society , and Lifetime Achievement Award from Americorps . He holds leadership positions including 2024 Deputy Majority Leader, Vice Chair of the Rules Committee , and Chair of the Workers' Compensation Benefit and Insurance Oversight Committee .
Education and Political Experience
- Education: B.S. in chemistry and agriculture from University of Maryland, College Park . Served in U.S. Air Force , earning a commendation medal for meritorious service . Accounting instructor at University of Maryland University College and adjunct professor at University of the District of Columbia . Certified volunteer leader with University of Maryland Extension and coach for Charles County 4-H Robotics Team .
