To amend title 5, United States Code, to require the implementation of evidence-based practices with respect to certain Federal grants, and for other purposes.

HR 7025 requires federal agencies to prioritize research-backed, evidence-based practices in awarding and managing federal grants to improve program effectiveness and accountability.
