Kathleen A. Fogarty was born in South Bend, Indiana. She received her B.S. degree in Business from Indiana University South Bend in 1975. Fogarty was elected to the South Bend Common Council in 2007. She has served on the Aging and Youth Services Board, Memorial Hospital Board, and the Civil Rights Commission. Fogarty and her husband Kevin have four children. She has been involved with the PTA and her church.read less
