Jill C. Duson was raised in Alabama. After graduating from the University of Alabama, she moved to Maine to volunteer with the Penobscot Indian Nation’s language preservation efforts. She then joined the Native American Program at the University of Maine, evaluating and improving programs offered to native students. In 1979, Duson won a seat on the Portland School Committee. She focused on creating an open, welcoming school system and on expanding offerings in the arts, languages and special education. In 1989, Duson was elected to the inaugural Portland City Council.
