Establishes a statewide firefighting helicopter program, to be administered by the State Fire Marshal. Appropriates funds to obtain helicopters, facilities equipment, and supplies; hire and train staff; and do other things necessary to ensure that the program is ready to begin providing aerial firefighting services on July 1, 2025. Declares that the expenditure exceeds the state general fund expenditure ceiling for 2024-2025. Establishes that this measure only takes effect if another bill is passed that establishes a State Fire Marshal position.

Clarifies that amnesty provisions are applicable to only students and the student conduct code. Appropriates funds out of the general revenues of the state, rather than the University of Hawaii Tuition and Fees Special Fund, for fiscal year 2024-2025 for operating expenses and to establish positions. Requires the Department of Education to assess its facilities and provide the legislature with a list of priority facilities in each county at which the installation of renewable energy systems on school facilities would provide the most benefit, provide a list of priority play areas on school campuses in each county that are most in need of covered play areas to protect children from over-exposure to heat and ultraviolet rays, and assess and report on the feasibility of including renewable energy systems on play area covers on school campuses.
