Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Takes effect 7/1/2491. (SD1)

Requires that the Hawaii Property Insurance Association include in its plan of operation insurance coverage for commercial properties, greenhouses, shade houses, and mixed-use properties, such as transient accommodations or residences in which a commercial enterprise operates on the property. Effective 1/1/2025.

HB1828 - Relating To Energy-efficiency Portfolio Standards.

Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)

Beginning on 7/1/2024, requires that the state supplemental payment for type II adult residential care homes not exceed $1,334.
