Subject to local approval, requires the city council to appoint a city judge, who replaces the city recorder as the officer presiding over the city court; removes requirement that city recorder be elected and instead be appointed by city council; authorizes city officials to hold appointive office while serving as city official; updates the titles of certain department heads. - Amends Chapter 67 of the Private Acts of 1953; as amended.
