William Baldwin O'Neill was born in Southbridge, Massachusetts. He received his B.A. degree from Boston University in 1960 and his law degree from Boston University Law School in 1963. He served as a lieutenant in the U.S. Navy from 1963 to 1966. O’Neill was admitted to the Connecticut bar and commenced practice in Hartford. He served as corporation counsel for the city of Hartford from 1969 to 1970 and served as the deputy mayor of Hartford in 1971.read less
