Shelly Willingham was born in Mississippi. She earned her BA from the University of Southern Mississippi in 1984. In 1995, Willingham founded New South Research, Inc., a consulting firm specializing in healthcare policy research. She has served as a policy advisor to elected officials at all levels of government. Willingham serves on the Board of Trustees of the Mississippi Institutions of Higher Learning. She has served on the education committee that helped craft legislation to rewrite Mississippi's education funding formula.read less
