Amends various provisions of the Insurance Code to update and improve existing provisions. Defines "dormant captive insurance company", sets out a procedure to apply for a certificate of dormancy, and exempts certified dormant captive insurance companies from certain tax and reporting requirements. Includes in the term "trade name", names under which individuals or business entities are conducting business or doing business as. Clarifies continuing education provider filing requirements. Clarifies reinsurance intermediary-manager filing requirements. Amends the surety bond threshold requirement for third party administrators and clarifies the audited financial statements requirements. Amends the definitions of "controlled unaffiliated business" and "participant" as applied to captive insurance companies. (SD1)

Authorizes the Hawaii Public Housing Authority to partner with the property owner of 1021 Smith Street in Honolulu, Oahu, to create 60 units of affordable rental housing at that site. Requires units to be affordable to households having an income that does not exceed an unspecified percentage of the area median income, as determined by the United States Department of Housing and Urban Development, for at least 60 years. Exempts contracts from low-bid requirements. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

Scott K. Saiki is a Democratic member of the Hawaii House of Representatives, representing District 26. He earned his BBA from the University of Hawaii at Manoa in 1980. Saiki was selected by the Democratic caucus as the Speaker of the House on May 3, 2017. Prior to his election to the legislature, Saiki was an attorney in private practice. His professional experience includes serving as an associate at Goodsill Anderson Quinn & Stifel Law Offices from 1984 to 1988, and partner at Saiki & Vimont Law Offices from 1988 to 2012.read less
