Deposits certain unexpended and unencumbered funds appropriated through Act 279, Session Laws of Hawaii 2022, that are set to lapse on 6/30/2024 into the Act 279 special fund and appropriates funds out of the special fund. Lapses unencumbered moneys from the appropriation out of the Act 279 special fund on 6/30/2026. Effective 7/1/2050. (SD2)

HB2389 - Relating To Energy-efficiency Portfolio Standards.

Extends the State's energy efficiency portfolio standards from 2030 to 2045. Authorizes the Public Utilities Commission to establish interim goals, and clarifies procedures.

HB2478 - Relating To The Pacific Marine Fisheries Compact.

Authorizes the Governor to execute a compact on behalf of the State to cooperate in the Pacific States Marine Fisheries Commission. Establishes procedures for selection and succession of commissioners from the State of Hawaii. (CD1)

Repeals the requirement to transfer the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health.

Conforms Hawaii estate tax laws to the operative provisions of the Internal Revenue Code to decrease the burden on taxpayers and increase efficiencies in the Department of Taxation's monitoring and auditing of estate tax returns. Establishes an estate tax deduction for the value of closely held business interests that will help ensure that locally-owned family businesses can continue to contribute to the Hawaii economy and assist families to retain the ownership interest in their family businesses. HB2355 - Relating To Tax Credit For Research Activities.

Extends the sunset date for the research activites income tax credit. Consolidates the survey and certification requirements. Requires the certification based on the date a complete application is received subject to certain conditions. Clarifies qualified research expenses. Adds a cap for an eligible taxpayer and the taxpayer's related entities.

HB2410 - Relating To The Employees Retirement System.

Reduces the minimum number of years of credited service qualified Tier 2 Employees' Retirement System members must have to be eligible for vested benefit status for service retirement allowance purposes from ten years to five years. Appropriates funds for investments of the ERS.
