Requires the Department of Health to respond to reports about persons having severe mental illness and in need of assistance and to assess whether those persons may fulfill the criteria for assisted community treatment. Requires the Department of Health to track and publicly report certain data relating to crisis reports, emergency mental health transports, and court-ordered treatments. Appropriates moneys to the Department of Health for software and data collection and publication. Requires courts, when dismissing an involuntary hospitalization petition for a person, to assess whether the person meets the criteria for assisted community treatment. Requires the Department of the Attorney General to assist in the preparation and filing of certain assisted community treatment petitions and related court proceedings.

Establishes the Rental Deposit Loan Program. Amends the definition of "historic property". Temporarily requires the Department of Land and Natural Resources to retain a third-party consultant, under certain circumstances, to conduct review of certain historic preservation projects. Permits, rather than requires, a county legislative body to approve a housing development project for purposes of exempting the project from all laws and rules relating to the development of housing. Scott K. Saiki is a Democratic member of the Hawaii House of Representatives, representing District 26. He earned his BBA from the University of Hawaii at Manoa in 1980. Saiki was selected by the Democratic caucus as the Speaker of the House on May 3, 2017. Prior to his election to the legislature, Saiki was an attorney in private practice. His professional experience includes serving as an associate at Goodsill Anderson Quinn & Stifel Law Offices from 1984 to 1988, and partner at Saiki & Vimont Law Offices from 1988 to 2012.read less
