Roger A. Picard was born in Woonsocket, RI in 1953. He graduated from Mount St. Charles Academy in 1971 and Rhode Island College in 1975 with a B.A. in Accounting. Picard has served as the Deputy Finance Director for the City of Woonsocket since 2003. Previously he worked as an accountant and internal auditor for various companies, and as the Finance Director for the Town of Cumberland from 1999-2003.
