Richard Pena Raymond was born in Laredo, Texas. He earned his B.B.A. from the University of Texas in 1975 and his Doctor of Jurisprudence from Bates College of Law in 1978. He served in the Texas House of Representatives from 1993 to 2001. While in office, he focused on health care, education, tax reform and criminal justice. He successfully sponsored legislation to establish a trauma care system, reduce class size, and expand college scholarships for high school students.read less
