Phillip R. Shepard was born in North Carolina and attended East Carolina University. He served on active duty in the U.S. Marine Corps from 1979 to 1988 achieving the rank of Captain. After completing law school, he served as an Assistant District Attorney and opened a private law practice. In 2012, Shepard was elected to the North Carolina House of Representatives representing District 15. He currently serves on several committees including Agriculture, Appropriations, Education, Elections and Ethics Law, Homeland Security, Military and Veterans Affairs, and Transportation.read less
