Mark S. Chang was born in Taiwan and moved to the United States at age 11. He attended public schools in Daly City, CA and graduated from Lowell High School in 1987. After receiving a Bachelor of Arts Degree in Economics from U.C. Berkeley in 1991, he served for over 7 years as a Surface Warfare Officer in the United States Navy. After completing naval service, Mark earned his law degree from U.C. Hastings College of Law in 2001. Mark lives in Elk Grove with his wife Jennifer and their four children. He was elected to the Elk Grove City Council in November 2016.read less
