Louise Stutes was born in Kodiak, Alaska. She attended the University of Washington, earning her BA in anthropology. She became a commercial fisheries advocate and served on health care boards. Stutes worked as a legislative aide and consultant to the Kodiak Island Borough before being elected to the House of Representatives in 2012.
