Kathy L. Rapp is a Republican member of the Pennsylvania State House, representing District 65. Rep. Rapp was elected in 2008. She has sponsored legislation including House Bill 854 (2011), which revised sentencing guidelines. Rep. Rapp graduated with a B.A. in Marketing from the University of Kentucky.
