Karel A. Crawford was born in San Antonio, Texas. She earned her B.A. in Government from the University of Texas in 1988 and her law degree from the University of Texas Law School in 1991. Ms. Crawford worked for the law firm of Davis, Cedillo and Mendoza and then as Administrative Law Judge for the State Office of Administrative Hearings.
