Joseph M. McNamara is a former Chief of Police of the San Jose, California, Police Department. He served as Chief from 1976 until his retirement in 1991. McNamara implemented community policing strategies and reform measures in the San Jose Police Department to decentralize command staff, increase accountability, and improve community relations. He earned recognition for reducing the San Jose crime rate and modernizing the police force. McNamara later served as a research fellow at the Hoover Institution at Stanford University. He has authored various publications regarding crime prevention and law enforcement policy.read less
