Jennifer Carroll Foy was born in Petersburg, Virginia. She earned her bachelor's degree from Virginia Military Institute in 2003, and her law degree from Thomas Jefferson School of Law in 2009. She served two terms in the Virginia House of Delegates, representing the 2nd district from 2018 to 2021. She was the first African American woman elected to the Virginia State Legislature from Prince William County.read less
