Javan D. Mesnard was born in Phoenix, Arizona. After earning his bachelor's degree in justice studies, political science, and philosophy at Arizona State University in 2004, Mesnard became a policy adviser at the Goldwater Institute. He went on to serve as executive director of the AZ Free Enterprise Club. In 2010, Mesnard was elected to the Arizona House of Representatives, representing District 17. He was appointed speaker of the House in 2016. As speaker, Mesnard championed legislation to reform the state’s child welfare system and pushed for tax cuts. He did not seek reelection in 2018.read less
