James F. Horgan is the state senator for District 40. He is originally from Buenos Aires, Argentina. He served as Supervisor of Assessments for Bergen County from 1986 to 1994 and Registrar of Voters for Bergen County from 1995 to 2006. He practiced law in New Jersey and New York. Horgan served in the Navy. In 2009, he was elected to the New Jersey State Senate representing the 40th Legislative District. He currently serves as Senate minority leader.read less
