Hugh M. Bartels was born in North Dakota. He received his Bachelor's degree from the University of North Dakota in 1968 and his Juris Doctor from the University of Minnesota Law School in 1971. Bartels has been admitted to practice law in Minnesota since 1971 and North Dakota since 1981. He maintains an active general practice with the firm Bartels Law Office in Grand Forks, ND, serving as its President since 1982.
