Hester Jackson McCray was born in Union, South Carolina on October 23, 1955. She earned a BA in History from Florida Memorial University in 1977 and an MA in Urban Planning and Development from Michigan State University in 1985. McCray served as Chair of the York County Planning Commission from 1990 to 1998. She has served on the York County Council since 2002.read less
