Gregory A. Baca was born and raised in New Mexico. He graduated from New Mexico State University with a degree in government and economics before earning his law degree. Baca worked for several years in the Bernalillo County District Attorney's Office as a prosecuting attorney. He went on to serve as Chief Counsel on New Mexico’s Public Regulation Commission.
