The purpose of this bill is to create the West Virginia Title Protection Act. The bill provides for legislative findings. The bill ensures that rightful property owners retain any and all titles to their property in the event that fraudulent or wrongful claims are listed against their property. The bill provides a mechanism for county clerks to provide notice to rightful landowners when property is transferred, or when titles are filed or modified against their property.

Gary G. Howell is a Republican member of the West Virginia State Senate, representing District 8. Howell earned his BA in Political Science from Concord College (WV) in 1978. Howell was a Registered Professional Land Surveyor and Engineering Technician. Howell served in the West Virginia House of Delegates from 2006 to 2010. He then joined the West Virginia State Senate in 2010 and has served in that position since. Howell was re-elected to the West Virginia State Senate, District 8 in 2014. He won unopposed in the Republican Primary and defeated Independent Denny Long in the general election with 58% of the vote.read less
