Drinkwater was born in June 1959 in Little Rock, Arkansas. He attended Little Rock Central High School where he was captain of the debate team. Gary studied political science at Vanderbilt University, graduating magna cum laude in 1981. After working several years in the private sector, Gary decided to pursue public service. He served on the Little Rock City Council from 1992 to 1998 where he chaired the Public Works committee. In 1998, Gary was elected to the Arkansas State Legislature representing Little Rock. He focused much of his efforts on education policy and fiscal responsibility. Gary lives in Little Rock with his wife Sarah. They have two children, James and Alicia.
