Frank J. Burns was born on September 13th, 1953 in Johnstown, Pennsylvania. He earned his Bachelor's degree in Administration of Justice in 1976 and his law degree in 1980. Burns served as an Assistant District Attorney from 1981 until 1988 before opening his own civil law practice. In 2014, he was elected to serve as District Attorney, winning two subsequent re-election campaigns in 2017 and 2021.read less
