Deborah Silcox was born in Richmond, Kentucky. She received her bachelor's degree in psychology from Eastern Kentucky University in 1981 and worked as an education coordinator at the Bluegrass Rape Crisis Center from 1984 to 1988. In 1989 Silcox began working for the Kentucky Cabinet for Health and Family Services, where she focused on child protection, adoption, and foster care services. She went on to earn a Master of Social Work degree in 2015.read less
