Charlene M. Lima was born in Cranston, Rhode Island. She earned a Bachelor of Arts in Public Administration from Rhode Island College. In 1998, Lima was first elected as a member of the Cranston City Council. She has also served as Deputy Director of Administration for the City of Cranston.
