Requires APD to develop & implement electronic application process; requires agency to maintain printable paper application on its website &, upon request, provide printed paper application to an applicant; requires agency to provide applicants with specified information upon receipt of application for services; revises timeframes within which agency must make eligibility determinations for services; lowers age that caregiver must be for individual to be placed in certain preenrollment category.
